made capable of being properly cleaned and emptied ; and for this purpose they may construct reservoirssluicesenginesand other
necessary works . , , , 6 . The Local Board may , on the report of the surveyor that any
house is without a drain , cause one to be constructed at the cost of the owner of the house .
7 . The Local Board may , at all times , provide that all the streets and pavements in their districts are properly swept , cleansed , and
watered . They may drain , cleanse , and cover up all offensive ditches and pools . They may forbid the keeping of swineso as to
, be a nuisance to any person , and may enforce the removal of any noxious or offensive matter , on the certificate of the inspector of
nuisances . 8 . The Local Board is directed to keep a register of the
lodginghouses in the district , to fix the number of lodgers who may be received into eachand to inspect them from time to timeand
cor-, , rect any deficiency in cleanliness or ventilation they may observe in them .
9 . The Local Board may enforce the _j _> aving of streets , and may require gas and water pipes to be raised , lowered , or otherwise
