To any poraon practically acquainted witl ^ Turkey on the Spot , they arc a mass o » i" fallacies , showing extraordinary ignorance of tho eubjoct . One would think that those speeches wore made fifteen years ago , when the empire was in all tho travail of her national difficulties , with the great work of her unfeudalining revolution not yet begam , nor armies un untutored horde , and justice to the Christian population not yet recognised as a sound maxim of policy by her leading statesmen . Doubtless Turkey is BtUl terribly behind
