JDST PUBLISHED THE PEOPLE'S LEGAL ADVISER . The object of this monthly publication , is perhaps sumcsentlj-indic ated hy its title ; it may he wcB , however , to ado a few words in explanation . That there are many subjects of an exclusively legal character , and bearing peculiarly on tho interests of the working : classes—on them mere than on the other classes of society—is a truth that hardlv requires its assertion ; and it would , of course , he desirable that all these should be brought together iu a form , cheap , compendious , and . ntclli gible , for the benefit of those to whom they chiefly relate . Triumph Of Chartism, Our Principles Have...
TRIUMPH OF CHARTISM , Our principles have made a glorious stand . Was thsre any evidence necessary of the deep hold thev have taken of Ice public mind and heart , it has been given at the elections . Time was , when starting a Chartist Candidate was little hi . % than a chimerical affair ; an effort that , however , was sure not to go bevond a hustings speech . Even this was considered
an achievement—and so it was . It was the national voice clamoring to he heard amid the din of faction . Honour to those , who undaunted by the interposing phalanxes of party— -by the appliances of power-by the sneeis and laughter of their enemies—by the contemptuous , though cowardly silence of the Press , cast forth the seed upon the water , to strike root at last after many stor : ns—to flourish after many
season . Evidence of the growing power of the Charter , it has advanced another step , from the hustings to the poll . Ah ! There is a deep significance in this . Let government tuke the aggregate of electors who voted for the Charter at this General Election , and they will find there matter for thought and fear for their monopolies . Tbey well know the develonement of our principle can not stop there . The bright example once given , others will swell the phalanxand this nesv element infused into the constituency , must go spreading from the very consti- ' ution of its power . Aud whv ? For two reasons—the first is that those electors who voted for Chartist Candidates
on this occasion , are ioiae ef the most enHghiened , some of tne best , sotneoft ' . uj wealthiest in lheir respective boroughs . The Whigs aud Tories chiefly got those who were the worst of the Electoral body , who could be bought , bribed , acd made drunk . Let no one construe this into an argument against Universal Suffrage , inasmuch as , be it remembered , it is only the present limited franchise that enables faction to keep a portion of the constituencies in their present degraded aud tkmoi'alised condition , The
second reason , that enures the happy developement of the Democratic principle , at the same time still further pixm-s ( he practicability ; nay , even the expediency of Universal Suffrage . It is the combination and organisation on the part cf the non-electors , to force their principles on the constituent bodies . What must be—tnmf « e , and it is always wise to bow to an inevitable necessity with a good grace—the more so , if resistance wo «! d turn the supposed evil into a
realitv-EXCLU 3 IVS OGAMS . , one of the great weapons sv hmg wielded by the oppressor , is now being wielded by the oppressed—and thus intimidation is destined to enforce Right . In . those cases where tab fails of its efiect , it can only he through gr » s » er intimidation < m the other *« Ie ; while failure can but increase tbe angry feeling entertained by tbe Non-Elective to the Elective portion of the community . Thus the present system goes ou charging tha battery with additional power—to explode fearfully at last , if Us noxious elements are not conducted safely into the channel of Universal Suffrage . The Electors themselves are harassed bv the
exclusive privilege they possess . All long for the BALLOT , many for the CHARTER . They look for tbis t » screen them from the arrows of parly hate—and si > wretched is ihe system that numbers run away at an election time , others intentionally disqualify themselves , and many boldly * refuse to vot- at all , since they cannot do so with safety . How bad must be that principle ( if principle it can be called ) which demoralises ami readers ineffective the very
maauuery it uses—nay ! goes in very contradiction of iT 3 Ki . yi On the nomination day many thousands elect a Member , on the next day a few hundreds unseal blot and elect . another . Where is there " principle ' in lit ii ? Tbe thousands of the one day are made fools of by the hundreds of tlte nwt . Far better not have put them to all the trouble , loss of time and mont-y , of call : ii » them together , if they are to be insulted by . a miserable minority reversing their decree .
It is these glaring anomalies that are turnin g the winds of the B ' toorsthese palpable absurdities disgust them- " $ sd ilt \ t & something In the .
Triumph Of Chartism, Our Principles Have...
character of anEnglishman , that : hates H palirJ aabterfwge—a hnwbPgJegiriation . Thug we find that anfttuer step has been takennot only has Chartism gone to the POLL , but it is going into the IIOUSE . The triumphant return of Mr O ' Connor for Nottingham were of itself sufficient victory to signalise these elections . But , when wa instance , in addition to that glorious event , tho rapid strides tbe principle is making in the Boroughs , we feel fcijat we have indeed reason to congratulate ourselves on the result that has crowned our efforts . Our enemies know this . The dastardly press steps
down from its contemptuous silence—to indulge in sarcasm and senseless abuse . They dare not report the speeches oi" Chartist candidates—but treat their readers in a sadly unfair way , by abusing something they do not trouble themselves to inform the public about . But they are missing their way here . The public cannot fail to know the progress Chartism ia making—and this veil of secrecy will but render them more avid to learn that which so much troubleis taken to conceal . But the Press is only spitting its last venom—this is but the preparatory step towards
advocating the Charter ; not but what the Charter can publish itself ; it has not gone to hole and corner meetings—it has singled out the highest opponents , and sought the loftiest stage . It has struck at the head of opposition—whether in tho steps of a Cabinet Minister at Nottingham , a Chancellor of tho Exchequer at Halifax , a Foreign Secretary at Tiverton , or Whig official at Shtffleld . These will he food for cabinet councils ! The falling ministers will look blankly at the coming session , and say—we have weathered the storm this time * with many a scar-rbufc how shall we fare the next ?
One hope they indulge in , that the fire tbns kindled will burn out of itself ; that the organisation of the non-electors -sill not last , and thus tho pressure from without dissolve itself away . NEVER ! Let our non-electoral friends remember that this is faction ' s only chance ! They have worked well on the present occasion , and if they now relax , all the money , all the time , all the trouble they have CXponded this time will be worse thaa tavovin away . If they give up TIIIS time , they will not ba able to make an impression the NEXT . No elector will believe their words or fear their threats ; * exclusive dealing , so crushingiy used against them , would lose its charm in their hands- — and it is only by carrying that system out , -without relaxation , as a PROTEC . T 1 VE WEAPON , that success can be arrived at .
THE NON-ELECTORS MUST NOW BEGIN TO WORK FOR THE NEXT ELECTION . The session of this Parliament must be one ioug canvass in behalf of Right , and , webelieve , it wilinotbe very long either . The Whig and Tory league is made up of such unstable elements , that we do not anticipate any very great continuance for tbe present Parliament , aid the people will again , ere long , be called upon to add others to that CHARTIST BENCU , the nucleus of which they have already so nobly formed . We feel convinced that several oi the
boroughs so gallantly contested tbis time will be successfully contested on the next occasion . But we must be up and stirring , no rest , no flinching , till we have triumphed ; the path Is clear , the heart is bold , be the perseverance untiring . On then , gallant sol diers , in the great cause , continue your peaceful march to victory . In other countries blood disgraces tbe popular triumphs ; here we are strong enough to maintain peace . Law and order are the handmaidens of progression ; let them wait upon that flag on which is written in lasting characters , —• THE CHARTER AND NO SURRENDER .
