TRIUMPH OF CHAUTISM . Our principles liave made a glorious stand . Was tlisre any _evidence necessary ofthe deep hold they have talccn of the public mind and heart , it has been given at the elections . Time was , when startiug a Chartist Candidate was little less than a chimerical affair ; an effort tbat , however , was sure not to go beyond a hustings speech . Even this was considered
an achievement—and so it was . It was the national voice clamoring to be heard amid the din of faction . Honour to those , who undaunted by the interposing phalanxes of party—by the appliances of power—by the _sneeis and laughter of their enemies—by the contemptuous , though cowardly silence of the Press , cast forth the seed upon the water , to strike root at last after raanv storms—to flourish after many
seasons . Evidence of the growing power of the Charter , it has advanced another step , from tbe hustings to thc poll . Ah ! There is a deep significance in this . Let government take the aggregate of electors who voled for the Charter at this General Election , and tbey will find there matter for thought and fear for their monopolies . They well know the developement of our principlos cau not stop there . The bright example once given , others will _swtll the phalanxand this new element infused into the constituency ,
must go spreading from tbe very _constitution of its power . And whv ? For two reasons—the first is , that those electors who voted for Chartist Candidates on this occasion , are some of the most enlightened , some of the best , some of the wealthiest in iheir respective boroughs . The Whigs and Tories chiefly got those who were the worst of the Electoral body , who could be bought , bribed , and made drnnk . Let no one construe this into an argument against Universal Suffrage , inasmuch as , be it remembered , it is onlv the present limited franchise that enables factiou
to keep a portion of tbe constituencies m their present degraded and demoralised condition . The second reason , that ensures the happy developement of the Democratic principle , at the same time still further proves the practicability , nay , even the expediency of Universal Suffrage . It is the combinationand organisation onthepartof the non-electors , to force their principles on the constituent bodies . What must be—must be , and it is always wise to bow to an inevitable necessity with a good grace—the more so , if resistance would turn the supposed evil into a reality .
EXCLUSIVE DEALIN , one of the great weapons so long wielded by the oppressor , is now being wielded by the uppressed—and thus intimidation is destined to enforce Right . In those cases where this fails of its eliect , it can only he through grosser intimidation on the other side ; while failure cau but increase the angry feeling entertained by tbe _Non-Eleclive to the Elective portion of the community . Thus the present system goes on charging the battery with additional power—to explode fearfully at last , if its noxious elements are not
conducted safely into the channel of Universal Suffrage . The Electors themselves are harassed by the exclusive privilege they possess . AU long for the BALLOT , mauy for the CHARTER . They look for this to screen thera from the arrows of party hate—and so wretched is the system that numbers run away at an election time , others intentionally disqualify themselves , and many boldly refuse to vote at _sll , since they cannot do so with safety . How bad must be that principle ( if principle it can be called ) which demoralises and renders ineffective the verv
maenmcry it uses—nay 3 goes in very contradiction of itself ! On the nomination day many thousands elect a Member , on the next day a few hundreds unseat bim and elect another . Where is there principle in this ? The thousands of the one day are made fools of by the hundreds of the next . Far better not have put them to all the trouble , loss of lime and money , of calling them together , if they are to be insulted by a miserable minority reversing their decree . It is these glaring anomalies that are turnin g the minds of the _Electorsthese palpable absurdities disgust tbem—and tfcire is something in the *« 5 • - tihc . _as _. -i . m n .

character of an Englishman , lhat bates a _paltr subterfuge—a humbug legislation . Thug we find that another step has been takennot only has Chartism gone to the POLL , but itis going into the HOUSE . The triumphant return of Mr O'Connor for Nottingham were of itself sufficient victory to _BignaUse these elections . 'But , when we instance , in addition to that glorious event , the rapid strides the principle is making in the Boroughs , we feel tbat we have indeed reason to congratulate ourselves on the result that has crowned our efforts . Our enemies know this . The dastardly press steps
down from its contemptuous silence—to indulge in sarcasm and senseless abuse . They dare not report tho speeches of Chartist _candidatea-but treat their readers in a sadly unfair way , by abusing something they do not trouble themselves to inform the public about . But they are missing their way here . Tbe public cannot fail to know the progress Chartism is making—and this veil of secrecy will but render them moreavid to learn that which so much trouble is taken to conceal . But the Press is only spitting its Inst venom—this is but the preparatory step towards
advocating Hie Charter ; not but what the Charter can publish itself : it has not gone to hole and corner meetings—it bas singled oat the highest opponents , and sought the loftiest stage . It has struck at the head of opposition—whether in the steps of a Cabinet Minister at Nottingham , a Chancellor of the Exchequer at Halifax , a Foreign Secretary at Tiverton , or Whig official at Sheffield . These will be food for cabinet councils ! Tbe falling ministers will look blankly at the coming session , and Say—we have weathered the storm this timo with many a scar—but how shall we fare tbe next ?
One hope they indulge m , that the fire thus kindled will burn out of itself ; that the organisation of the non-electors will not last , and thus the pressure from without dissolve itself away . NEVER ! Let our non-electoral friends remember that this is faction ' s only chance ! Tbey have worked well on the present occasion , and if they now relax , all the _raaney , all the time , all tbe trouble thoy have exponded this time , will be worse than thrown away . If they give up THIS time , tbey will not bo able to make an impressiou the NEXT . No elector will believe their words or fear their threats ; exclusive dealing , so crushingiy used against them , would lose its charm in their hands— and it is only by carrying _thatsystcm out , without relaxation , as a PROTEC . TIVE WEAPON , that success can be arrived at .
THE NON-ELECTORS MUST NOW BEGIN TO WORK FOR THE NEXT ELECTION . The session of this Parliament must be one long cauvass in behalf of Right , and , we believe , it will not bo very long either . The Whig and Tory league is made up of such unstable elements , that we do not anticipate any rery great continuance for the piesent Parliament , acd the people will again , ere long , be called upon to add others to that CHARTIST BENCH , the nucleus of whieh they have already so nobly formed . We feel convinced that several of the
boroughs so gallantly contested this time will be successfully contested on tbo next occasion . But we must be up and stirring , no rest , no flinching , till we have triumphed ; the path is clear , the heart is bold , be the perseverance untiring . On tben , gallant soldiers , in the great cause ) continue your peaceful march ta victory . In other countries blood disgraces tbe popular triumphs ; here we are etrong enough to maintain peace . Law and order are the handmaidens ofprogression ; let them wait upon that flag on which is written in lasting characters , — THE CHARTER AND NO SURRENDER ,
