1 lvinain , Sir , with sincere respect , Your very obedient Servant , R . K . DOUGLAS . " Mr . Henry Bowman , Carlisle . A Deputation waited upon James Bell , 53 , Shaddonj > a : e , tor the purpose of securing his attendance at a Meeting of the Council , held last Saturday evening , when he fully admitted the fact-of his having wrote the letter , and , as will- be . seen by t h * following declaration , without any authority whatever from the Carlisle Radical Association : —
"This is to testify that I , James Bell , of 53 , ShadcioDKate , was never at any time authorised , either directly or indirectly , by the Carlisle Radical . AASociation , to write to Mr . Richard Holhs , of Birmingham , enquiring thi > prices of Muskets , ' Rifl e * , Horse Pistols , Bayonets , nud Cartrid ge Boxes , but that 1 aid it entirely on my own account . Signed , JAMES BELL , 53 , Shaddongate . " It is necessary further to state that the said James
Bt-ll declared , that some others and himself had < igreed to write to Birmingham , making such enquiry , that he got his half-brother to write the . letter alluded to , but that he took itsealedtn his associates who very properl y , refused to pay a part of the postage in consequence of their not seeing the conrents of the letter , when he , James Bell , took it away and Paid the Postage himself ! and he further declared that he was uot cesired by the others to write in the name of the Radical Association , but that he nid it entirely of his own accord .
The following resolution was carried unanimousl y in the Council : tk 1 hut it is the opinion of this meeting , that arms of any description are unnecessary , and we tru .-t they will never be needed to accomplish the objects we haw in view . " We have deemed k m ces « ary to publish these facts , and to disclaim any connection whatever with James Bell , or any other person or persons , who would , by such imprudent and unlawful conduct , bring ruin upon our cau ? e , which , if p ersevered in cooll y prudently , and steadily , is certain of success . By order of the Council of the CARLISLE RADICAL ASSOCIATION , Henry Bowman , Secretary . Committee Room , Botchergate , October 6 , 1838 .
