( We beg to state to tJie Reader , in adopting the ah a u Title , and bringing this Subject so immediately under Observation , that we do not aim at the Injury of individual Interest , fair Fame , or Reputation of any Hawker in particular , it is to the SYSTEM OF HAWKING GOODS in General , and that of Tea , icith which we are best acquainted , in particulnr . ) HE is sometimes an Englishman , but generally a Scotchman , too idle to work and too wily to starve , who has left his native cot , and the hills and " dales of his forefathers , where there is comparatively no Tea sold—indeed none by . "Hawkers ' — and , with a pack , stick , and umbrella , has gone a-head one hundred or two hundred miles south , and there embarked in a business , the knowledge of which he could previously have hadno opportunity of acquiring ; therefore , effrontery and cajolery , rather' than the quality of his wares , or the cheapness and goodness of the Tea in his pack , are the means wherewith he is enabled to tax the credulous English dame threepence per quarter pound on the Tea had of him , and to gultihe young and unsuspecting wife of the industrious mechanic and skilful artizan , to a still '¦ greater- extent , and with more impunity because he gives credit , ( and with this the terrors of the law ) credit which is calculated on the principle that the gooa ' pay for the lad , and that the overcharge on thegood shall leave % profit on all . ; Such is the Tapacity of these pinks of morality , and the credulity qf their dupes , that a few years enable them to quit the road , pack , &c , for the well-furnished house , the gaily trimmed wife , and smooth coat of the presbyter . Year of the Reign of his Late Majesty King William the Fourth entitled " An Act to consolidate and amend the Laws relating to Highways in that part of Great Britain called England , " ' held in the Vestry of the Parish Church of Leeds aforesaid , on Monday , the Twenth-sixth Day of Maich , One Thousand Eight Hundred and Thirty-eight , to nominate and elect for the Year ensuing a Board of Surveyors for the superintendence of the Highways of thesaid Township of Leeds , for the purpose of carrying the provisions of the said Act into effect .
