somewhat of late . When the Stationery Office declared its assumed right to copyright , it was
thought that the subject would soon pass to oblivion and be remembered no more . Such
expectations , however , are not very promising now ., Other considerations have cropped up ,
and doubtlesswhei ^ the various points which , have" been raised are settled , some _ good may
have been accomplished by the agitation . Setting aside the copyright claim as
unreasonable , even if tenable , the next question that has arisen is the expense of the Government
books . To Professor Marshall is due the credit , if credit there be , of directing attention
to this matter . Writing of the final Heport of the Commissioners on the Depression in Trade ,
the professor said , I will only add my regrets that being bound up with other matter they
are not to be had for a less price than 2 s . 4 d . Could they ^ r not be published mm separatel ^ fa y mein
octavo form for a few pence ?' Those who may be acquainted with the
expenses of book-production will not be ready to say that the Blue Books of the Government
are exorbitantly expensive . Many of them have very valuable maps , diagrams , and so
forth , the preparation of which means a very large outlay . The scale of price charged by the

. matters at present stand . Of course there are reforms which might be effected with benefit
to the economic condition of the department , and possibly with advantage to the country
generally . Mr , Arthur H . D . Acland has written some very pointed sentences not only
upon the expense of the books but upon their editorial shortcomings . We agree with Mr .
¦ ¦¦ * + Acland as to the undesirableness * mm * of misprints , but a long experience of consultation in Blue
Books , which are far from being such dead matter as some persons imagine , has impressed | m ¦ '

us rather favourably in so far as orthogra- I
phical and typographical accuracy is concerned . ; Mr . Acland says that booksellers as a rule j
W J have little desire to be troubled / with pro- j curing Government publications for sale to the j
public . This is a practical hint . No bookseller would be so insensate as to keep such a
stock . The fact may account in a large m * mea- i sure for the non-circulation of Blue Books
among the people . What is wanted ( although it is difficult to see how the allowance could
be effected ) is a more liberal trade discount , than that of the ' three-farthings-a-year-
paidquarterly' kind which at present prevails . As will be seen in our pages , however , Messrs .
Cassell & Co . with their usual spirit have determined to publish a series of digests of the
principal Blue Books , and the series will undoubtedly meet with much popular favour .
The books are intended to be brought out at a moderate price , and will be known as
the ' Imperial White Books . ' Although De Quincey would not consider Blue Books , or
White Books either for that matter , as deservii \ g the designation of literature , they are
often distinctly a form of literature in these times when exhaustive report tms are written by
men who are not infrequen tly of high stand - ing in the world of letters and of science .
