• 1 J- ^ excitement has been associated with the paper trade . The most extraordinary thing
; in connection with the matter is the proposed ¦• syndicate of manufacturers of ' news . ' What
the ultimate object of such a syndicate may he is rather a difficult subject to determine ; but
• those who are not in the ' ring' may reason- " ably be disposed to . infer that keeping up
prices is hot the least important of its objects-Competition in paper-making has d » f late
been so thoroughly ungovernable that no one acquainted wibh its ramifications can be
surprised at the formation of a ring . ' Yet there are reasons which tend to establish and
strengthen the notion that any organisation of this kind cannot prove "beneficial to home
\ industry . As a matter of fact the very first ' rumour that reaches our ears with regard to
; the proposed syndicate is that shipments of cheap paper are en route from the United
States to Great Britain at prices which economically compete with the paper rates-
—assuredly harshly cut up—of this country . We should be glad to hear and publish the
opinions of paper-makers , in England and Scotland relating to the present position of
the trade and its prospects in the face of
foreign competition .

The Public Libraries of the United j States . —The number of these institutions is
very large , and ^ shows a wider range of intellectual interest than is found in some other
English-speaking countries . In the various States there are otfer two hundred and thirty
public libraries , none of them having less than a thousand volumeswhile many of them have
very large collections , , notably tfre Missouri State Law Library in Jefferson City , and
Wilson ' s Circulating Library in Philadelphia . On paper we might muster a good many more
