Mr. J. Russell Endean Has Written And Pu...
of all classes , seems to have met with courteous treatment from the authoritiesenabling him
, to give a good account of the differences between Austrian and English tuition . This
account will be read with interest by English ¦ educationists . The
comparisonhowever—, which favours Austria—is not properly balanced . At the outset Mr . Endean reminds
his readers that ' every Austrian subject in the receipt of an income of 600 florins ( £ 48 ) a
year and upwards , pays income tax , part of which tax is taken to cover the costs of
education . All school materials for children ' s use are provided by the parents , and no teacher is
permitted to sell any school materials to a child—the parent j . must obtain what he
requires at the booksellers ' , and what is thus obtained must be in strict accordance with the
school regulations . ' Under similar conditions education would
flourish luxuriantly in England . Attention to I such rules would add immensely to the healthy
independence of the English people . JBut education taxed from the middle classes is
here in the ascendant , and though our methods of teaching may be poorer than those
of Continental countries , we are possibly going ahead of them in p lacing <_> instruction—at
whose cost does not matter—within reach of the humbler classes . Mr . Endeanin speaking
, of gymnastics , says that in Austria no drillsergeants nor special instructors or inspectors
<_? jl - * . of drill are required as in England . Possibly not . The boys geb enough of the drill-sergeant
when they are a little older . Mr . Endean ' s pamphlet is extremely
in-JL JL % i teresting , and should be of special service to his fellow members of the London School
Board . We are glad that an old member of the London book-trade has been able to render
such signal service to the progress of method in education . ms-tm ¦
