an assistant secretary to the Council of Education from 1871 till 1884 , and upon the retirement of Sir F . Sandford from the department
in that year Mr . Cumin was appointed secretary to the Committee of Council for Education both in England and Scotland . He rendered
excellent service in the Education Office . It is rumoured that he will be succeeded by Mr .
Henry Craik of the Scotch Education Department .
