Sir Francis Sandford has edited the late
Matthew Arnold ' s * Reports on Elementary Schools , 1852-1882 ' ( Macmillan & Co . ) , and has thus , in his own words , rescued some interesting an 3
characteristic work of his friend from the' oblivion which so rapidly overtakes Bine Book literature however valuable . ' Mr . Arnold was appointed
one of Her Majesty ' s Inspectors of Schools in April 1851 , and he resigned this position in April 1886 , after a service of thirty-five years , during
which he had not only witnessed , but contributed to , the progress of elementary education in England . He believed—we quote from his
report of the year 1882—tljat to have an * expensive public education for one class of the community only and to make it gratuitous is practically
to fall in . with the ideas of Jack Cade . ' He contended that there ought to be a certain ¦ number —¦ of free schoolsand a certain number of

has written a bright little book of social impressions of that romantic region of the New World . He does not fess to ive an account of the
prog ) resources , religion , politics , and trade of Mexico , | but prefers to present a picture of the country
1 as it make its appeal to a painter and idler . What he describes is a * land of white sunshine , | redolent with flowers ; a land of gay costumes ,
crumbling crumblins * churches churches , , and and old old convents convents ; ? a a land Innrl of nf kindly greetings , extreme courtesy , and open broad hospitality . ' He declares that he has
revelled in the swaying of the lilies in the sunlight and the bloom of the roses , and has not wasted his time in looking for the lizard and the
mole crawling at their roots . He takes a very genial view of the people , and says that he found them unselfishpatienttender-heartedand
capable of the hi , ghest culture , and worthy of , the deepest study . The book is altogether a dainty little productionand gives us a more vivid

edition of the ' Popular Educator' has just appeared . It is now more than a quarter of a century since this well-knownr-and most useful
educational manual was first published , and during that period upwards of a million copies have" been sold . The present edition follows
the old lines , but is to a large extent really a new work . The lessons have been ' revised throughoutand a considerable portion of
the text re , -written . Many new illustrations have been added , and a series of specially prepared A coloured maps J . is one of the features of
the present issue . We do not wonder that the * Popular Educator' has been described , with pardonable exaggerationas ' a schoolan
