The publication of this authoritative international _ fc _ work of reference has this year been
unusua ^ - j ^ ^ j ^ ^^ ^^ ^^ ^^ —^ — ll y delayed , but this has arisen — / ^^ from ^^ ¦ ~~* ~~ a ver — y successful endeavour to re-model the
arrangemen t / t of the book , to greatly extend its scope , and to thoroughly revise its
multifarious contents . The volume just to hand has been entirely reprinted with new type , and it — is much larger than any of its 26
pre-»™ ^ j ^ j ^ decessors , for it contains upwards of 1 , 100 pages . The chief feature of the new
arrangement consists of a broad division of the book into two parts , and each of these is , of course , followed by many sub-divisions . The first
300 pages are devoted V to facts and statistics concerning the British Empire , grouped under the United Kingdom of Great Britain and
Ireland and Dependencies , India , and of the the Colonies Crown , . Protectorates These latter , are arranged alphabetically under the parts of
tj X M . I . the globe in which they are situated—Europe , AsiaAfricaAmericaAustralasiaand Oceania . , , , ' ,
We are glad to find that an exhaustive list has for the first time been given of all territories over which the British Government exercises
any sort of control . In this way , many remote and , for the present , unimportant dependencies are introducedand facts concerning them are
published which , it would be difficult , if not imposs JL ible , to find in any other publication J .
Special attention has been devoted this year to the Dark Continent , and Mr . Keltie—as Librarian — — — of the Royal *^ Geograp *» j * * hical Society

documents relating to the parchment dealers of old Paris who were dependent on the Uni- . versity to whose rules and regulations they
were subject . These regulations M . Delalain has translated ; they appear in extenso in the Paris trade journaland seem worthy of a
somewhat abridged reproduction , in our Export | Number .
The first of these documents is a Decree of the University fixing the place where parchment mig » ht be stored and sold , which was within
the _ Monastery of St . Mathurin ' , under a grant from the Abbot and Friars of the Order , made at the request of the University authorities .
This decree is dated June 1291 . The second document is not dated ; but , ( judging from its tenour and evident connection ;
J with O the D decree just m mentioned ^ , is probably of ' later origin . It is a statute determining the
mode of selling parchment . Every travelling dealer ( marcfiand fora In ) who has parchment for sale must , on his arrival in Paris / bring * - # it
to the place appo * inted for storage and , sale in 'the convent of St . Mathurin . He must then
