that in the great British Empire the truest factor of federation is Trade . ^ Politically and
economically everything else must sink to insignificance beside Trade . No effort should
be spared to connect , in the strongest way , the mercantile attachment existing between
the old country , the colonies , and India . The book trade , although small in
Comparison with other great branches of commerce which aim at removing »¦ - * the peremp -ft . a . tory m * wants
of life , is still the trade which most thoroughly keeps the English-speaking people throughout
all parts of the world in complete sympathy . The coloniesas yetcould not be expected to
, , possess a literature of their own , therefore the greater works of old-world kindred must
prevail , possibly until Macaulay ' s ISTewZealander sits ori the broken arch of London Bridge .
The influence of such works , let us hope , will be of even longer duration .
Although the population of the United States is more varied in distinct nationalities
than any other country of the world , the representative literature is still most distinctly
English , not only in language , but in tone . The greater *—* writers , whoso works shed a lustre
over the learning of the United States , naturally take their places among the best of the
English ' classics . ' Blood is thicker than water even where a family is disunited . 1
What must be looked to now is the preservation of a sound understanding between
colonial book traders . They are in a peculiar position . Their wares are not like other warea .
We would suggest a federation of the colonial book trade to act strictly under the letter of
the law . Thus illegal importations might be checked to the advantage of all concerned
except the smugglers . The literature of Aus- , tralia is rapidlgaining viand importance

against aggression , a policy , which would stimulate the pulse of native talent and strengthen

Some years have elapsed since the pamphlet ' Copyri b wr ght : National and International /
b y ' A Publisher ^* mm * / first appeared . Then , as now , the cause which -it advocated called for
urgent attention . The interval , judging from the new edition of the pamphlet now before us
, has been filled by talk and talk only . We do not disparage the laborious efforts of the
Copyright Association , but no one can he ] p thinking that a good Copyright Billeven in such
hands , may be compared "to , the otone of Sisyphus : a permanent lodgment cannot be
secured . AU this is due to the halfheartedness of our legislators in dealing with questions
of this description . If even a small section of the plebs had such , grievances to complain oftheir
clamours would soon reach the ears of , the law-makers , and an adjustment of matters
would assuredly follow . But the classes interested in this matter are not agitators .
Their voting power is slight , and they are , perhaps , not sufficiently cohesive for
agitation ; it cannot he that they are not sufficiently interested in a question which affects them so
