times , little better than an armed mob ; and yet , with discipline , they might challenge the finest soldiers in the world . It is the duty of the powers that be to give the claims of the Volunteers their most earnest consideration . It is not too much to say that the citizen Army has rendered a service
recently to the State—that without the Volunteers we would have been unable to have secured Belgium from invasion . This service requires recognition . The Government know well enough the wants of the Volunteers—let them attend to them . Yes , and at once .
