France. The Government Is Actively Emplo...
FRANCE . The government is actively employed in obtaining information with regard to the state of political parties throughout France . This task absorbs ail the time of the Minister of the Interior . Great preparations are being made by the military authorities to meet the first show of entente with vigorous repression . Some alarm is entertained that ibe anniversary of the 4 th of May may not go ofi so quietly as last year .
M . Maupas , the Prefect Of the Haute Garonne , las ordered M . Latow , the Mayor of Aspet , to be prosecuted for having resisted " the Gendarmes of that place in the execution of their duty , and for laving aided the escape of rioters who had disturbed the public peace . Discontent among the working classes is said to be growing stronger than usual in Paris . Wages « e low and work is scanty .
The departments seem agitated by alarming rumours and the appearance o ( men in considerable Bombers demanding work . The ' Avenir , ' a paper of St . Etienne , states that between seven and eight hundred persons had applied to be employed at the atdiers-nationaux , which they heard had been reestablished , as in 1848 , by the municipality . The working classes of the same place were in a state of ferment at rumours of disturbances at Grenoble
and Vienna . Thtt ' Moniteur' announces a victory over the Arabs . They were attacked by a column of French troops near Onad Raid , and routed . The French had eleven killed and thirty-five wounded . A plan has been set on foot by the Bonapartists for opening a register in all the communes of France ( or consulting the wishes of the citizens , on the most extensive and universal scale , with regard to the immediate revision of the constitution . The
signatures of each citizen attached to a simple' yes ' or ' no' is to be attested before delegates of the 1 municipal authority . This scheme is recommended with great earnestness in a long article of the' ConatUutionnel' by M . Granier de Cassagnac , who insists upon the necessity of proceeding immediately io a solution , without being deterred by the clamours of the republicans to respect the letter of the constitntion . It is reported that the French government has addressed a note to the cabinet of London , requiring the expulsion of Ledro Rollin , and other French refugees , whose present facilities of communication with Fan ' s and the departments are found exceedingly embarrassing to the French government , and calculated to add dangerous complications to the present crisis .
It is announced that there is to be established a camp of cavalry on a grand scale at Luneville , near Nancy . The execution of this scheme seems already somewhat advanced , for the 6 th and 9 th cuirassiers , the 12 th dragoons , the 4 th lancers , with artillery and engineers have already arrived on the spot , and executed some manoeuvres under the orders of Gen . Jteyan . The President will run down and bold some reviews at this camp of Luneville , and on its breaking up , the regiments are to he moved iato the neighbourhood of Paris . The sinister associations connected with past reviews cause this news to be regarded with earnest attention . M . Guizot , it is said , will offer himself to the department of the Landes at the next election , which takes place on the 10 th May ,
SWITZERLAND . The disgraceful persecution of the "Refugees still continues . M . Planta , a federal commissioner , of Seichenau , caused two disguised sbirri to arrest in bed Colonel Francois Sigel , formerly generaHn * chief of the republican troops in Baden . The colonel was thrown bound into the bottom of a cart , in which he was taken to Bellinzona , and there brought up before the federal commissioner . Then , after a short examination , he was placed in another cart , the intention being to bring
him into the Gnsons . All this bad been done by a deceit practised on the chief of the Tessin police , and without the knowledge of tbe cantonal authorities . The citizens of Bellinzona , however , were informed in time of what was going on , and they succeeded in rescuing the general from the hands of the agents who held him . The government of the canton was then hastily assembled and tbe general placed at its disposal . The general is now on his way to England , he having been ordered by a decision of tbe authorities to be accompanied to tbe frontiers of France .
GERMANY . The Elector of Hesse Cassel has made a kind ol apology for having prevented tbe parade of tbe Prussian troops in Cassel in honour of tbe birthday of tbe Prince of Prussia , by inviting the officers of tbe battalion to a grand dinner and seating tbe commander in the place of honour . Since then the battalion has also held a parade . It is expected that the Prussians will shortly be removed from Cassel . The Second Commission in Dresden has held a sitting , and the second and fourth united have done the same . It is now understood the Prussian government will really make an attempt to obtain at
least one result from these conferences . Count Alvensleben has been instructed to endeavour to procure the sanction of all the German governments to the construction of an army of 135 , 000 men , to be placed under the command of an officer appointed by the Diet , for the purpose of protecting monarchical interests , and of immediately repressing tbe slightest insurrection in Germany . As most of the states have already signified that they have no objection to this scheme , it will very probably be the sole result of tbe labours ofthe Dresden conferences .
The' Cologne Gazette * says that in the highest political efcelea at Berlin it is generally reported that Austria is ready to make many concessions to Prussia to gain her decided co-operation in making a stand against the pretests of England and France on the incorporation question ; and adds , that it is by no means improbable the Prussian , army conjointly with that of Austria may in a few weeks again be called out as it was a few months ago , should France or England attempt to give effect to their protests .
SAXONY . Acircular to all the district officers of the police calls their attention to an issue of notes or Certificates of shares in a German National Loan , which haver been put in circulation in Saxony . They are an imitation of tbe Italian notes of Mazzini , and are intended for a similar purpose , — -to raise a revolutionary fund for the future or present use of tbe German Revolutionary Committee iu Paris . That , committee has appointed a finance commission to manage the loan and ^ receive the contributions . The amount proposed to be raised is five millions of tbalers , beating five per cent , interest . For tbe
present only interim notes are issued ; these are signed and filled up by the subscribers with any sum they please ; the lowest amount is one tbaler { 3 s . ) , the highest 100 ( £ 15 . ) The genuine obligations will be distributed to the subscribers in exchange for them , it is stated , at latest within six mouths . The Commission has the power of publishing the programme of the operations for which the loan is to be used hereafter . The field of action is to be Germany , as the object of the Maxzuu loan is to work in Italy . The certificates , of which specimens are in the hands of the police , are signed by Kinkel , A . Goegg , A . Wfflicb , D'Ester and Kudlich .
PRUSSIA . The Ministerial papers state that Austria has proposed , in case of certain events , to march 200 , 000 troops through Piedmont . This proposal , which has been submitted to tbe Cabinet of Turin , has made a deep impression at Berlin . The ! same papers mention a secret treaty between Bnssia and Austria , and that they endeavour 10 gait ) the support of Prussia . The-object of the secret Austro-RaEsian Treaty is to protect Europe against the results ofthe crisis which is impending in Fraace .

PORTUGAL . The Lisbon news of the 12 th is represented as highly favourable to the Queen ' s party . The force of Saldanha is said to be reduced to a single regiment of infantry . He is marching on Oporto . The progresistas are expected to have about fifty deputies in tbe new Cortes . Information from Lisbon to the 19 th and Oporto to the 20 th has arrived . ' The King , with 4 , 000 men , is still at Sanlarem . Saldanba ' s troops , about 1 , 400 in number , are at Coimbra . The governor of Oporto having refused to surrender to Saldanha ,
the latter went iu the direction of Visen , near the Spanish frontier . Although Saldanha has been disappointed , there is every probability that tbe troops will not fight against him . It is believed that if Saldanha w « e willing to unite with tbe Junta party , he would carry bis point . Lisbon is perfectly quiet . Bento , with about 650 men and a quantity of baggage , crossed the Tagus iu the face of the King ' s army on the 16 tb , to join Saldanha ' s head quarters . A late report at Lisbon was that the King had left Santarera , and was marching on the north .
ITALY . The' Opinione' of Turin of the 16 th , confirms the intelligence of France and England having both protested against the prolonged occupation of Tuscany by the Austrian troops . The same paper says that it is in contemplation to form a league between Naples , Rome , Tuscany , Parma , and Modena , for the mutual preservation of tranquillity in those dtfltfiS *
TUSCANY . The « Conservatore' of Florence states , from Rome , that further political arrests took place there on the 9 th , aod that an extensive correspondence with foreign refugees had been seized . The Pope has prohibited all works accusing the Abbe Rosmini ' s writings of heresy . The ' Tuscan Monitore ' of tbelltb publishes 8 decree imposing a penally of from 100 f . to 300 f . fine , and from a fortnight to three months' imprisonment , upon all persons convicted of having arms and ammunition in their possession witbin the arrondisement of Rocca San Casciano .
HOLSTEIN . Oar Hamburg correspondence is of the 10 th instant . It states that tbe boundary question between Scbleswig and Holstein has at length engaged public attention . The Committee en this question claims a certain Schleswig district as belonging of right to Holstein . It appears that the . Federal Commissioners are inclined to favour these pretensions . Owing to the intervention of the Federal Commissioners the Danish Government has granted an amnesty to a number of Schleswig refugees .
TURKEY . A letter dated Vienna , April 15 , states that several embarrassing questions trouble the Polte JU 3 t now . Supported by the public opinion of France and England , tbe Sultan wishes to set the Hungarian refugees at liberty , in Asia Minor , whilst the Austrian government sees in this an act of hostility . Prince Schwarlzenburg intimates that if this measure should be put in execution the vacant post of the Austrian ambassador at the Porte will not be filled up ; whereupon the Divan has instructed its ambassador at the court of Vienna , if circumstances should require it , to demand his passports .
A letter dated Constantinople , April 5 , says : ¦—Mehemet Ali Bey , the son of the old viceroy of Egypt , and bis sister , the wife of Kiarail Pacha , have just arrived from Alexandria . They effected their escape by the agency of . a Frenchman . It is generally known that the present governor , Abbas Pacha , has strangely tyrannised over these two persons , and by foul means forced the divorce of Kiamil Pacha with the sister of the young prince ,
and detained the latter in Cairo at great peril of life . Tbe tanzimat question is to be definitively settled by Mahtar Bey , who has received instructions from the Porte . In company with Kiatty Pacba they quit this day for Alexandria . The government has just ordered the construction of a fine macadamized road between Gemtek and Brussa . t is to be commenced immediately , and will be finished by the month of November .
MOROCCO . News of importance has been received from Morocco . It appears that the Emperor Abderrabman , not being able to raise the usual amount of taxes , by reason of the general distress which prevails , has determined to make up the deficit by appropriating the means of his wealthiest subjects . He bas confiscated the property of the governor of Tetuan , formerly minister of foreign affairs , and lately deceased . Ben Achouch , Pasha of Tetuan , and formerly ambassador to Paris , had been sent for to Fez and arrested . Presently after it was heard that his pro perty had been sequestrated . Much agitation was caused in Tetuan by this news .
CANADA . The annexation feeling has lately shown some symptoms of revival in Lower Canada . A public meeting has been held in tbe County of Huntington , at which annexation was decidedly maintained by a portion of the speakers . It was opposed by the Roman . Catholic clergy . A leading politician has drawn up a scheme of federal union for the British provinces , including the Hudson ' s Bay Company ' s territories . The plan is similar to the federal system of the United States . The author of the programme is a prominent conservative , but the great features of his plan are strongly radical .
JAMAICA . From Jamaica dates to the 31 st ult . announce that Cholera had reappeared in the Lonidas Bale district . Numerous deaths are reported . His excellency the governor had transmitted to the House ef Assembly a long despatch from Earl Grey on the labour supply question , on which subject much discussion was expected . From St . Domingo accounts state that a political conspiracy bad been detected at Port-au-Prince , and several persons supposed to be concerned in it
condemned to death by court-martial . Among them was one of the three cabinet ministers , and the late chief justice , M . Eranciaone . These proceedings ) however , were annulled , and a new trial ordered , of which the result had not been announced . The efforts of the American , French , and English agents to settle the difficulties between tbe two parts of the island have not yet been brought to a successful termination . The subject was to be brought before the legislature on the 25 th ult . The coffee-crop , it is thought , -wiU . be inferior to those of former years .
CALIFORNIA . Our letters from San Francisco extend to tbe 5 th of March , being sixteen days later than onr last accounts . Great excitement bad been caused by the threatened lynching in San Francisco of two men suspected of almost murdering a merchant named Jansen , in his store , and robbing him of 2 , 000 dols . Ultimately the jury disagreed , and the people , after tremendous excitement , quietly dispersed . Political affairs were also in an excited condition , arising from the struggle to elect a senator to the United States ^
_ From tbe mines we learn that dry weather continued to be experienced , and from the lack of rain apprehensions were entertained in many new quarters ; locations bad , however , been explored which promised to yield largely , and from the general tenor of tbe accounts it was expected that unusually large receipts of dust would be received during the spring , the miners have adopted plans to meet the difficulty . Gold dust was already arriving somewhat more freely
at San Francisco , and the assayers were fully employed . Quartz rock mining and crushing by machinery was being prosecuted with great activity . On i & e 2 nd of March two steamers were destroyed by fire at San Francisco . Our accounts state , in regard to mercantile affairs , that since the departure of the previous mail business operations had been light . Goods had been offered freely for sale at auction , and lower prices accepted .

The following details are given of the explosion of the powder magazine at Temeswar , in Hungary , on the 2 nd ' mat . At about seven o ' clock in the morning a noise similar to that of thunder was heard . Almost all the windows in the town were broken , and the streets were covered with the remnants of the walls , and an immense column of smoke
filled tbe air . The magazine , which was a very extensive building , is now a heap of ruins , part of which are still burning , and at every instant explosions of shells , are taking place . The mutilated limbs of those who perished were thrown to a distance of 1 , 500 yards . The number of victims to this calamity has not been correctly ascertained , but it is said that twocapfcuw and forty artillerymen bate perished . The whole town of Temesviar is in cons ternation , and almost all the women feave taken to flight . No idea can be formed as to the cause of tbe explosion , for every one who was in the magazine at the time has perished . The ' Genoa Gazette' states that the Emperor o < Austria bas ordered two frigates to he built in the arsenal of Venice , which is to be Xe-BStabVlshfid as well as the free port , The committee named for the purpose of preparing tbe opening of the lauerby the end of May , is composed o { Chevaliers Toggenburg , Czornik , andMalgrani .
The King of Sardinia has issued a decree , dated tbe 7 th , granting the Belgian flag equal immunities with that of Piedmont in the ports of his kingdom , with tbe exception of the coasting . trade , which is reserved for the latter . The ' Vienna Gazette' publishes a return , which shows that in 1850 the receipts in the whole monarchy amounted to 191 , 296 , 457 florins , and that the expenses exceeded that sum b y 77 , 161 , 625 florins . Compared with 1849 , there was an increase of 41 , 500 , 000 florins in the receipts , and in diminution of 21 , 009 , 968 florins in the expenses . The King of Prussia has refused to sanction the appointment of town councillor Bartsch to the mayoralty of Breslau , on account of his political opinions .
The Jesuits are progressing northward in Germany , bringing religious disturbances and family discords wherever they appear * la MftOuhfewa their preaching missions have created great discontent , and as several citizens took the liberty of speaking their minds openly and freely on the subject , the police interfered and arrested them . Fears are entertained , if the missions be continued , that a serious breach of the peace may occur . The brothers of this order have threatened with the most terrible aftet-death punishment all those Catholics who have intermarried with Protestants , and who do not bring up their , children in tbe Catholic faith .

At present tbe matter remains undecided , but the privy council of the King has declared against tbe proposal . Hungarian and Gallician cattle are now carried by railway to Hamburg for exportation . The following touching anecdote is ' mentioned in connexion with tbe storming of Buda . M . Gorove , a major in the Hungarian army , was one of the first who entered the fortress—he came just in time to save the life of an Austrian officer of the staff who , after a gallant resistance , was just , at this moment , about to be cut down by an Honved . Gorove arrested the . raised arm of the soldier ,, and the Austrian officer presented his sword to him in s gn of his submission . After . tbe surrennder of Vilegos Major Gorove was forced into the Austrian ranks as a private soldier ; and was sent to Lemberg with his regiment . There he once on the public walk met an Austrian colonel with his family , who , as
soon as he perceived the Hungarian soldier , most cordially approached him to shake hands with himit was tbe officer whom Gorove had saved at Buds . He introduced bis rescuer to his family , and offered to him the sum by which he might free himself from the military service . . But Gorove said that for him , as a young single man , the service , though degrading , was not so burthensome as to many others of his comrades ; and he requested the kindness of the Austrian colonel to liberate rather one of his fellowsufferers , who , formerly a Hungarian officer , was rent from his wife and four children , whose only support he bad been , to be enlisted as a private . The colonel fulfilled the request , and made known the noble behaviour of M . Gorove to the whole
garrison . Our readers will recollect that after the great battle and defeat of Marshal Haynau at Bankside a correspondence took place between Pr i nce Schwarzenherg and Lord Palmerston , and that the Austrian minister threatened the English with reprisals . The Auatriaus have now in fact taken reprisals , and did it on the most illustrious Englishman , en Shakespeare . Some weeks ago ' Hamlet ' was performed at the Court Theatre , and as several parts , which bear , political allusions , were highly cheered , they were all cut out at the next performance-. The commercial treaty between Belgium and England has been adopted by a large majority in the ' Chamber of Deputies , Alike success was expected in the Senate . The 'Croce di Savoia * of the 16 th inst . announces that Count Siccardi had been appointed Vice-President of the Court of Cassation . . According to the same journal M . Baldasseroni , Who lately left Rome for Naples , was negotiating a league between Rome , Tuscany , Naples , Parma , and Modeno , for the purpose of mutually maintaining tranquillity in those different States without the intervention or occupation of any foreign force . Tbe sum collected for the poor in the churches of Paris during ; Holy-week amounts to 35 O , 000 f .
The Australian colonists ate signing a petition to her Majesty on the subject of transportation , praying its discontinuance . It is expected that there will be upwards of 50 , 000 signatures , Another slave has been arrested at Boston . He was found in a dance-house , enjoying the largest liberty . His capture was effected without much noise , though not without much difficulty . He succeeded in stabbing one of the offcers who arrested him , hut was overpowered and locked up . The next day Boston was in a ferment . The abolitionists were aroused , inflammatory hand-bills were issued , and the blacks assembled in large numbers , as if to rescue him . He was , however , securely lodged and
efficiently guarded . The news from Boston this morning is , that a public meeting was heldbn the common on the 4 th inst ., at which the most inflammatory appeals were made by Unitarian clergy , men to the people . They were called on to resist to the death . Many suppose there will be a fight before the affair is over . Shortly after , the arrest of this negro last night there was an alarm of fire , and the watchmen , as usual , tolled the various church bells , & e . While in the performance of this duty one ol them was attacked by Mr . Fletcher Webster , it is presumed under the idea that the watchman
was ringing an alarm for the rescue of the poor negro , which resulted in the watchman ' s being knocked down , and the arrest and commitment of Mr . Webster to gaol , where he was kept till morning , when he was brought before the police-court , and gave bail for his appearance on a future day , Mr . Fletcher Webster is the only son of Daniel Webster , the secretary of state , and besides being a member of the bar , is Surveyor of the Porte , a lucrative office in connexion with the Custom-house . The papers say he was drunk when the assault was committed .

' Spener Gazette' of Berlin says that Russia has proposed Prince Peter of Oldenburg , who is a nephew of the Emperor , as heir to the throne of Denmark ; but that Denmark proposes Prince Christian of Glucksburg . It adds , however , that it is probable that Russia can consent to the latter being taken as he is very popular in Denmark . Her brother was thrown into prison on the charge of being one of the United Italians , and there he died , overcome by oppression and sickness . The sister now takes his place .
