LOXDO . V Cokv Exciiasoe , Mosdat , Oct .. W .-The past weeks _airirals of English wheat , barley oats , bean ? , and Hoar have been , the fame of year considered , on a very moderate scale ; but those oi -ocas have proved extensive . Of Irish oats , 3 . onJy a limited quantity lias been received ; while the total Import-- * of ail grain of foreign produce has been below _average onus . Fresh up to-day , coastwise as well as bv land-carriage and samples , only a moderate supply of wheat of home produce came to hand , aad that for the most part of middling quality . The show of _samples wm , therefore , scanty , owing to which the inerca-ed attendance of buyers , both town and country , and lim unfavourable accounts received respecting the harvest in thc north of England , thc wheat trade ruled _I'lisli , at an advance in thc
currencies obtained oa Monday last of from ls , to OS , per qr ., bein ? : m improvement 011 Friday ' s rates of quite Is ., and at which most of the parcels on offer were speedily disposed of by the factors . Still , however , the trado did not close so briskly as at the opening of _ilu * market . Tbe show of free foreign wheat was by no means large , there being much inquiry for that description of grain ; holders were firm , and would not sell , except at a vise of from 2 s . to 3 s . pcr qr ., at which amount of improvement a large business was transacted . For corn under lock there was a good _speculative inquiry , and ls . to 2 s . pcr qr . more was paid fur fine wheats . Although there were no orders on the marker , for ihe purchase of either barlev _, oats , beans , or peas for shipment to the
continent , tliose articles were steady , and previous rates -were well supported . The supply of English barley was vcrv small ; hence the sale for it was somewhat active , lit a rise in tho quotations of ls . pcr qr . Por the best parcels of malt , wc had a ready ; demand at 3 s . per qr . more money ; ; while the -vaiue of other kinds was freely supported . Comparatively _speakiair _, very few samples were unsold at thc market's close . We had a veiy short supply of oats on sale . For all kinds the side was active , at ls . per qr . moro money . Tiie best parcels of beans commanded an advance ui * Is . per qr . ; other _liiiius being held at extreme _ii-un-s . Of peas the sale was by no means large , at lute rates . With these gentlemen , Douglas Jerrold , and Charles Dickeii 3 , the soiree bids fair to be a glorious ' * Night with Punch . "—Manchester Guardian . We have looked over the list of the guests as advertised , and observe , much to the credit of the Manch e st e r p eop le , that the foremost names are tliose of the men of genius who have been invited—C . Dickens , D . _Jerro-d , Mark Lemon , Gilbert A'Beckett , Charles Knight , Samuel Lover , and then come the members of Parliament _lorthe borough , and some of their distinguished townsmen and neighbours . — Alominq Chronicle .
Naval _Pbkpahatioxs . —I'he accounts from all thc naval arsenals of the It _inborn agree in stating that unusual activity prevails at present in the fitting out of vessels of Avar of every description ; and we have heard within the last few days that a peremptory notice has been sent round by thc Lords of the Admiralt y to the different manufacturers of steam-boat machinery who are working for the government , informing them that the machines which they have in hand for government must be ' veady at thc precise time fixed , and that , if they are not , the full penalties for tho breach of contract will be enforced against them . Tliis activity in preparing the means for defensive warfare is accompanied with equal activity _uO'ortifying the naval stations of thc empire , so as to render them safe against anv sudden attack .
Coupling all these circumstances with the sudden movements of thc _scjuadrons in the Pacilic Ocean andthe Indian Seas , it is difficult to resist the conclusion that the government considers war a possible event , and that it is placing itself in a position to meet any difficulties which may arise on either side of the Atlantic . —Liverpool Times . ¦ FoOTiraso toe Coast . — A detachm e nt of sa ppe rs mid miners arrived at _Hajle last week , and proceeded to the parish of Zennor , where they have been engaged in repairing a battery , and report states that guns of heavy calibre are to be mounted tliere . Wehave been informed that-other places along thc coast arc to be visited by this p a rty of sappers and miners , and that Castle Dennis is to be a signal station . —Penzance Gazette .

PRELIMINARY ANNOUNCEMENT . __ AMID the many and the mighty records of man ' s discoveries in the arts and sciences whicli owe their existence to the unceasing energies and boundless wealth of this commercial empire , posterity will search in vainthc historical monuments oi departed ages , to discover one more wonderful or valuable in the a nnal s of a nati o n ' s greatness , than the iron roads of the nineteenth century—those magnihcent highways ot commerce , which , extending in every direction their gigantic trunks and literally countless branches , «» nd intersecting in its length as in its breadth the entire Kingdom of Great Britain , are , to the extent ot some thousand miles , momentarily traversed with almost lightning rapidity , by the potent agency ot bteam . Most truly has it been observed that "the philosophy of railroads is only now beginning to be comprehended by the universal world , * daily and rapidly they arc developing new an important views ot society ; they are . in fact , _sclf-snstaininglsocial instruments , that by cheapening innumerable commodities , ana diminishing the cost of transit , are not only increasing consumption , but crea ng , as it were , in savings new enterprise , new capital , new wants . " , ~ I f an y ch an g es yet await them ( and , d o ubtless , there aro some ) , they are changes merely ot _progression from one stage of improvement to another : but sooner or later the adoption ot railroads must become universal , though the broad guage , by reason of its supposed increased safety , with increased speed , should ultimatel _y clash with the narrow , ancl tho maximum ofour present velocity should become the minimum ot speed hereafter , for while an engine manufactured in 184-1 cannot accomplish tht _dutmce between London and Liverpool in less than six hours , wc behold another constructed in 1845 traversmg the same space m less than four . . ., ,. .. . , . The assertion may appear , at first mention , astounding to those quite unacquainted with tlie lact , anil in happy ignorance of the great advantages of-: railroads , even as investments , yet so highly remunerative has been the actual interest only , paid by Rail wav Companies on tlic amount of money called tor up to thc p res e nt t i me , that the effect has positively been to create a new and independent property lor Railway Shareholders , over and above the gross amount of capital advanced by them , ot _upwards ot ¦
. ONE HUNDRED MILLIONS STERLING . , The primary and the principal object of this Compam * is to accomplish , on the more extensive held of continental Europe , as well as in onr British _nossessions _throug h o ut th e wo r ld , what England , with all her wealth , and all her energies , has , from her verv limited extent alone , only succeeded as yet m carrying out comparatively in miniature , viz ., the construction of ¦ Railroads ; in other words , to ¦ accomplish by _^ team power a still more gigantic scheme of passenger traffic on land than those extensive heetsot steamers , known as the various Foreig n Steam Navi gation Companies of England , have hitherto maintained at sea . With such important views , and national as well as individual interests sincerely at heart , accredited Directors , with ample resources at their command in several instances most favourably connected , in all practically and intimately acquainted with thc various localities they arc destined _^ proceed to , will be speciall y d e l egated , on behalf Of tlio Company / to enter into negociations with Xontinental States and British and Foreign Governments , and by contracts ofthe ino 3 t favourable nature for the interest ot Shareholders in the present Companv _, to secure the concession of the manv exceedingly valuable lines ot railway which to the extent of several thousand miles _throu-hout thc world , still await the immediate application only of British enterprise , combined with British capital , to be effectually and successfully earned out . An engineering staff , on a scale of liberality sufficiently great to meet the magnitude ot the undertaking , and as perfect in ite several appointments as the very highest order of merit ( supported by unexceptionable testimonials ) , can constitute it ,-will accompany a chosen body of the Directors throughout their travels to guide their judgment on scientific questions , and to report on eng ineering matters , such as earth-works , costs of construction , and the precise nature of the several soils and gradients . __ The Directors purposely omit all mention of _engineering difficulties , becauso , with the single exception of physical impossibilities , experience daily proves that they resolve themselves into the simple question of expense , and consequent amount of interest and are therefore , more properly speaking , matters for the special _consideration of financiers ( Tather than of engineers ) , by whom they will be fully debated and disposed of _. With view to
a ; ensure not only names of high commerci al _standing , and possessing likowise extensive influence with F orei g n State s , bnt also practically efficient working Directors , the Executive of this Company has been constituted liberally remunerative * thus every Director will f * el that in his own personal services lies the secret power of rendering the present project only the first of a-series of eminently successful undertakings , in the interest ofall of which he must nccessarilj participate . Every grant for a Railroad secured by the successful negotiations of this Company ,-will be constituted a separate and distinct Railway Company , and every holder of Shares herein will be entitled to the call at par of a proportionate number of the now shares iii every Company , according to the number he may possess in the present one : such claim to be made by the production of the original shaves atthe Company ' s office seven clear days previous to everv allotment o ' --hares in each Company .

One-fourth of the shares in the present Company will be reserved for landed peopvictovs and cap italists various foreign countries , but with special preference to tliose countries contributing the several concessions ; a second fourth will be taken b y the Eng lis h Di r ectors , thc Provisional Committee , and their friends and thc remaining two-fourths will be divided among tliat portion _onlY of the English pU *) 'lC throughout tlio United Kingdom , who shall fully succeed in satisfying the Directors anifi-rovisiona } Committee of their just claims to hold such shares , both in right of actual unencumbered property ami most undoubted respectability , sucli shares to be allotted according to priority of application , but with esp ecial reference to th e number of shares th ere in so li c it e d , and likewise to the position in society of the _aj-pkcant so soliciting .
