He had no desire to sway the Cenfenaee , unless it were to the rident liberality rather than of penury , and he would leare the question to them , assuring them , however , that the future welfare- of the Company depended upon tieir decision .

Mr Ktdd had a resolution to propose which he would read immediately , but before doing so he should say with Mr O'Connor , that upon this decision depended the futare interests of the Company . This was a question of debtor and creditor . They owed t&ese men land andhonse ? , and if they c * uld not pay them in property of this description , they must make it up is same other equal equivalent . He proposed then that eoapeasatian be paid to members balloted
for and located—if they preferred it—the sum of compensation to be paid at the time at which they wonld hare been located . It would be for the in terestt of the Company to grant this compensation , and it would bs equally for the interests of those very persons , not to throw difficulties in the way of this arrancement , as such an opposition would be FVely w deprive then of compensation altogether . Mr SHXBBorsimr said he cordially supported the tesolu&ra . The ; were by this course taking the readiest way oi restoring confidence to the country . The next proposition was ' The ^ conditions upon which the present and future occupants of the Company ' s estates Bball hold possession . ' Mr 0 * 00 X 10 % in introducing the subject , pointed out in the most gnphio and convincing manner the evils which attended the habit of sub-letting the farms uppn the estate . Unless they checked by some stringent regulations this growing evil , they wonld have , shame to their own carelessness , the
pauper system of Ireland introduced upon their estates—they wouH have the ; property as well as the character of the Company destroyed by the systemthe four-acre allotments would bs cut up into two ; the two-acre allotment into one , and pauper families raiding sooein the kitchen , same in the barn , and same in the pig stye . He proposed that unless the allottee paid up tba whole amount of the Company's claims , he should not be allowed to sublet his farm , or if he did . he proposed that the person in possession should bold the land at tbe same rent as the original allot ee , and be eatiiled to the lease of the sane .
The Dbpdtt from Minster Lovel , gave a lamentable account tf the condition of tbe allottees at Mins'er Lovell . The allottses had been obliged to sell , and when they applied to the directors for aid it was not forthcoming . Mr O'Connor explained that the allottees hid been at Minster Lovel bat thirty-four weeks ; on that ttate , the four-acre men had had £ 30 , whioh was nearly a pound a week ; the crops were put in for them , their land manured ; they had paid neither rent nor taxe * . and yet it wu said that these men were in a distressed condition . Faota were stubborn things . ( Hear , hear . ) Mr Gbxer interposed . Thisducusaion waa altogether out of order . Mr O'Cohbobacknowledged thatit was , but when charges were made they ought to be replied to .
Mr Edwards propesed , ' That no allottee be allowed to let or sell unless all demands doe to the Company mm - * be paid . ' Mr Gbxeh seconded the resolution , which was carried . The Conference afterwards adjourned till tomorrow , FR 1 DAT . Tha Conference reassembled this morning at tine o ' clock . The minutes of the preceding day having been read over , were confirmed . Mr Eud moved that the following proposition be confirmed without discussion : — ¦ ' That all agricultural operations performed by the Company upon its land shall be paid for , before possession shall be given to any of its members , and shall be charged in the shape of additional-rent ' Mr Hcllowat seconded tha proposition .
Mr Sadndbrs moved an amendment' That the agricultural opt rations be performed at the Companv'sexpesse , and be reckoned in the outlay . ' Mr MrjMMXseconded the asendment . Mr MGeath said that the mere question was , whether the allottee should pay the seed ani the preparation of the ground , before he took possession of bis allotment , Mr Q'Bstu said that this was the evil which cramped all their operations ; and coming as he did from one of the estates , he had provided a remedy . He proposed that three acres oat of every four ; two acres and one rood out of every three ; and one acre and two roods out ef every two , should be prepared before the allottees . should take possession . The faot eoald not be denied that agricultural operations was an indefinite term ; which meant in practice , mere land scratching . .
Mr O'Cohkos denied that such wu the cue . He bad prepared the ground in a manner which had elicited the admiration of all the neighbouring farmen , and it was My to pay attention to the complaints of one , without regarding the satisfaction of all She others . The faot was evident in the results on Whealer ' s all-talent ; he had got three quarters of wheat out of each half acre—that out of his allotment was £ 12 ; the straw was £ 3 more , and there was a matter of * 15 out of the least valuable enp produced . Mr Wbuxek thought they wen wandering from theqnfcition . The amount of aid given ia the shape of agricultural operations , should be positive and
defined . Mr EsBSHiw wished to know whether the oase of the allottees was to be considered or not . Mr Ktdd interposed . He would insiaton the subject under discussion being adhered to . Mr Fusssll supported the proposition . Mr Turher also supported the proposition , althsugh ht ) did not think it would meet future operations . Mr Dokoyah suggested that they should make the sum spent in the outset a rent-charge .
Mr O'Cohkor said that yesterday he had explained that any agriooltoral operation would be exacted in the shape of a rent-charge . This was not a pro * position to take away what was the ' aid money , ' it was simply to place that fund in the hands of the directors , because they knew better how to expend it than individuals who , perhaps , had not the slightest notion of agricultural operations . It was charged against him thes parties had been located at tha improper season , waa that a faolt 6 f his ? Parties came , in man ; cases with their families , and said to him , 'For God ' s . sake let me and mine go down , I know better than the directors how to cultivate the land , ' and the directors having their very hearts broken in this manner , had in some cases sent these men to the land before it was fully prepared for them . He hoped that the Conference , before separating , would come to a resolution that the directors were not accountable for the potato blight or any other national calamity . ( Laughter . )
Mr Nkbztt , in order to save time , proposed' That the Conference go out of Committee , and that the standing orders be resumed . ' This wasBeconded by Mr MusDit . This was carried , and the standing orders were resumed . MtGrskn proposed an amendment , 'That all agricultural operations performed by the Compaay upon the land ba added to the rentcbarge , and that no occupant be allowed to take posceasion until such land be cropped . ' Sir Whits seconded the amendment . Mr Ktdd withdrew hia motion , as did Mr O'Baisir . The propositions were then put frem tho ohair , and Mr Green ' s carried by a great majority .
The next question considered was , what day in the year the members should be located . Mr Whklbb thought that the first of April wonld be a very proper season for the allottees being placed on the land ; because the crops once being put in , the allottees would be the very best persons to attend to the future management of the crops . MrO'LoNNORaaid , that this wonld leave the allottees some five months before the crops came ripe . He thought that the 15 th or 20 th of May wjuld baa better neason , because this would give the Company greater time to prepare the estate more satisftotoniv , and still leave tha allottee plenty of time to look after his own crops . Mr Scon propoied that tha allottees should go on on the 20 th of Maj .
Mr FrjssMi moved that allottees ihould not be allowed to take possession of their allotments until the crops are ready for their use and support , and the directors shall inform the allottees one month before taking possession . Mr Morreos supported the amendment . Mr Millwood was of opinion that they ought not to leave the matter in the hands of the directors . Mr O'Connor fully agreed with Mr Millwood that diiectors , like hones , Bhould be ridden with spare . He wasin favour of naming the 20 th of May as the day of allocation .
Mr Whksur moved that tke 20 th of April should bethe day . D the directors wished to inour greater odium than attached to them at present , they could not have lit better or more effectually than by setting the crops for the allottees . following effect wonld meet the exigencies of the case — ' That arrangements be made by the directors to ascertain who is to ha suoceuful , three months previous to the time of location , and to flive notice accordingly to tha allattea that be will ba required at his land between tha lit of April and the 1 st oi June ; the directors to have the power to same the day between these periods , according to the state of tha crops , when he shall come ; and none to be allowed to take possession until the day so named by the directors .
The proposition was seconded by Mr Edwards . a Mr Barrett proposed that old May-day be the time for the occupant taking possession , as a day that will be generally remembered . Tfiis was seconded by Mr Scram . Mr Whbklkr withdrew bis motion . Mr Scon moved , and Mr Ishbrwood seconded , a propositioa 'That theallotteesshould take possession on the 20 » h May in each year . ' The motions and amendments were then put from the chair , aad Mrfiaraett ' s proposition was oar ried by a majority , In obedience to a pledge given to the Select Committee , the question was pat to the Conference whether the Company shoHld be wonnd np . The question was decided in the negative amidst enthusiastic oheerings .
Mr Hollowit said tint a matter had been overlooked , whioh be would now bring forward , 'That any member allowing his weekly contributions to go more than three months in arrears should forfeit all claims upon the Company . ' Mr ToRHia seconded , and MrDorom supported , the resolution . The resolution was carried . Mr M'Grath threw out a suggestion . Mr O'CoimoR proposed , 'That in eaoh branch two Scrutineers shall be appointed , whose duty Bball be to superintend the receipt or monies by the Secretaries and Treasurers , and see to the immediate transmission of the same to the offioe of the Company . * Mr Scon seconded the proposition . After some remarks from Mr Edwards and Mr Muhdat , the proposition was abandoned .
The next question was the Election of Directors . Mr O'Brien proposed , and Mr Grbm seconded , a proposition'ThattheDireotoryihonldconiistofseven Directors —one of whom shall be a practical agriculturist , and another a praotioal builder . ' Mr Ktd » moved , as an amendment , That the Board of Directors consist of three , one a praotioal builder , one a practical agriculturist , and another a man of general information . ' Mr Bahnett moved , < That the number of director * be five . ' Mr Wills seconded the resolution . Tbe resolutions were then pat from the chair , and Mr Barnet ' s motion was adopted . Mr Fusskll moved , ' That tbe present director ! having discharged their duty faithfully to the Company be re-eleoted by the Coherence . ' Mr Isherwood seconded the motion .
Mr Souihwobth moved , as an amendment , ' That the Conference nominate the Directory , and that they be elected by the suffrages of the whole Company . ' Mr Ktdd seconded the amendment . Mr Sherrinoioh supported Mr Fnasell ' s resolution . Mr Sutton , while admitting that he bad every confidence in Mr O'Connor and the other directors , was bound to state that his constituents were in favour of having a praotioal agriculturalist and a
practical builder upon tbe Board , and that the directors be elected every year by the whale voice , of the Company . Mr Dohovaw said that a proposition was before them , that the Conference should nominate ; and the members throughout the country elect , the directors . He thought that both nomination and election ihould originate with the members . Mr Faisel ' s resolution might be torn as waite paper . They might go through the farce of re-electing directors whom they could not depose , but , for his own part , he sawno necessity for it .
Mr Whkxlbr and Mr Sacndjrs thought it wonld onlyboa matter of courtesy to re-elect the directors . Mr Morruor wished to know , before these resolutions were pat . whether Mr O'Connor would content to act as one of tbe trustees ? Mr O'Corrob said that , being at present in the position of proprietor of the property of the Land Company , he should not like , as Feargus O'Connor , the proprietor , to hand over the property to Feargus O'Connor , the trustee . ( Laughter . ) He would rather go in his thick boots over the estates—( laughter)—than be placed in the position of trustee . Mr Skbvkgtoh said that , in looking over the balanceeheet . he thought that the elerkV salaries might ba dent away with .
Mr O'Connor said that , when the business of the Company slackened , the directors had discharged tour clerks , bat he ( Mr O'Connor ) had . thought it unjust to part with good men when they had every prospect of increasing in usefulness , and he had , therefore , erred on the side of virtue by retaining these men in the office . ( Cheers . ) Mr Whbiub ; moved , as a matter of form , 'Thatthc balanee sheet be received and adopted . ' Mr Ktdd seconded the motion , which was , after some conversation , agreed to . The directors were also re-eleoted . Mr Htatt wished to know why the lecturers had been withdrawn ? Mr O'Coniob said , that complaints had been heard with regard to some of these lecturers , and . as they entailed some expense upon the Company , they were withdrawn .
Mr Ktdd said , that he was one of the lecturers , and , as complaints had been made of some of them , he wished , as a matter of justice to himself , to know if he was one of them ! Mr CCodnob said , that a more active and intelligent individual—whether considered in reference to the Chartist or the Land movement—than MrKydd did net exiBt ; his character was unimpeachable . N » man had ever conducted himself more creditably , or had discharged his duties more faithfully , and he ( Mr O'Connor ) had , while in Scotland , beea exceedingly glad to hear that the high opinion he entertained of Mr Eydd was fully justified by the opinions of all who had ever known him . ( Hear , hear ) Several frivolous complaints having been diB posed of ,
Mr O'Connor proposed , ' That the Trustees of the Land Company ishould be Thomas Slingsby Duncombe , Esq ., M . P ., John Sewel ) , E * q , and Thomas Allwp , Esq . ' The resolution was carried unanimously . Messrs FiniiU 8 oh and Grbt , aotuaries , were elected auditors of the Company . It was then nwved and seconded , "That a call of one penny should be made upon eaah memberi to defray the expenses of the delegates to the Conference , the call to be paid into the hands of the diatrict secretaries . ' . Mr Cure then gave in the following report from the Loan Ssoiety Committee : —
' That the value of shares sha'l be £ 5 eaoh , payable by instalments of one penny per share , per week , and upwards . 1 That no member shall bs allowed to hold more ' 1 eight shares . That members shall be allowed to borrow upon proper security , sums in proportion to the shares held by them , bat that no advance shall be made to any member who may be in arrears with instalments upon shares . * That loans made by the Society , shall bear
interest at the rate of £ 6 per oent per annum , and shall be repaid by annual instalments of £ 25 per cent , upon the unpaid capital , Buoh repayments to commence twelve months from the date of the 1 o » b , ' That ! the nunaging committee of the Sooiety shall be the directors of the National Land Company . 'That the Society shall be enrolled under the provisions of the Loan Societies Act . ' Mr O'Bhiejt moved that these rules be accepted . Mr Green seconded the motion , which was carried .
Mr Morrison moved , ' That five per cent interes t be demanded on the outlays of the respective locations . ' Mr Edwards seconded the motion . Mr' yVhkuiK moved , — 'That the allotments at the various locations , according to their respective values ; bear interest at the rate of four per oent . on the ontiay . Mr Ktdd seconded the resolution . Mr DosoTAif supported the motion for the five per cent , Mr O'Brien was in favour of the amendment .
Mr O'Conhor also supported the amendment . Mr Morrison withdrew his resolution . Mr Whiusr ' b amendment was carried unanimously . ¦ ¦ :.- : , MtWhbilbr moved , — 'That the allottees upon the estates at present located , shall have a life interest and a reversionary lease of ninety-nine yean granted to them , at as early a period as possible . ' Mr O'Bbikn seconded the resolution , whioh was carried . The Conference then adjourned .
SATURDAY , The Conference reassembled this morning , at nine o ' clock , at the 'Ship' Tavern , Steelhouse-lane , when the minutes of the preceding day having been confirmed . Mr Wbebub moved , — ' That the allottees on the estates at present located , shall receive a life interest and a leate for ninety-nine years , for their respective holding * , on or before December 254 , 1848 , unless the nonregistration should render it impracticable within that period . ' Mr O'Brijn seconded the motion . Mr Ktdd supported the proposition .

PRINCIPLE OF LOCATION . Mr O'Connor moved , and Mr White seoonded the following proposition : — 'That future locations of members shall be decided upon the prinoiple that these who have paid the highest amounts into thafunda of the Company shall be first located . , Mr Bbniut moved , and Mr Millwoob seoonded , the following amendment : — ' That when the allotments shall be ready for location , the directors shall give notice to the paid-up members of the Company , requesting them to write an eetitnate , and forward it to the secretary of the t ranch to which they may belong . The secretary shall take down the estimate in the branch book , and shall make a , return of the whole of the estimates which he may have received
, according to the instructions of the direotera—and when the direotors shall have received the returns oi the whole of the branches , they shall notify the same to one of the trustees of the Company , when he shall transmit to the direotors his estimate , to whioh he shall affix his seal . His first objeotion was , that the indiotment did not libel in a sufficient aud competent way any overt sots to show the felony tbe statute createii . There was a neoessity , he said for libelling the overt aota in oonnexion with the felonious intent , and for tha purpose of Bhowini ? the existence of that intent , aad this had not been observed in the r etcnt indiotment . If suoh evert acts may be iooid in other parts of the indiotment , they have aot been brought forward for the purpose ol showing
theeiistence ot tne felonious d sign en the part of tha accused . Mr Logan went on to object to the oharga at common law of conspiracy , which hi maintained was vaguely and insufficiently set forlb , and then proceeded to objeot to the charge of sedition , on the ground that the overt acts sat forth in the indiotment amounted to treason , and the panel oould not { herefore ba toed for sedition . He submitted that uRder a charge for hiih treason the jury could not return a verdicfcforssdition , and lo . if the overt acts here set forth amounted to treason , the jury could not eive a verdict for sedition .
The Court overruled the first of Mr Login ' s objee . tions , and the Lord Justice Clerk stated two questions which he wished the coun&el fer the proseoution to answer in bis address ; The first was , did the charge of conspiracy , being in itself in substaooe a ' charge of troason , not merge into treason , and if go , could it only be tried by the treason law of Euglaud ? The second question was , whether they oould try under the comraon law , a particular mode of offence , which had by the late aot been made a statutory offenoe ! Mr Crawford addressed the court in reply to Mr
w > gan , ana « p me suggestion suggested by tha Lord Justice Clerk , and was followed by the Lord Advocate , both of whom entered at Borne length into the hutory of legislation on the crimes of sedition and treason , and contended that the late aot had changed the crime of treason into that of sedition , and left them at liberty to obarge as sedition , what had for . merly been treason ; but that it by no means prevented them from returaing to the common law , and nnder that law to proBecute any one guilty of con « "Piring to levy war against the Queen . The Court , having heard both parties , thought tho objection suffioieDtfy important to be reserved for the consideration of the whole of the judges , and delayed the oase till Thursday at ten o ' olook for that puroose .
