HARMONY HA . LL . LETTER XI . TO THE EDITOR OF THE NORTHERN STAR . SIR , —I have now to point out the kind of authority or power to be vested iu the President and Council of the Society which I have proposed should ba formed for tU » purpose _ of removing the evila under which all cmssta of oocibty are sufi ' .- . ing . As I have stuted in my former letters , the on ? ariz > .-tioa of the bocioty can never be tffectua \ for its purp-so . un ' ess it soaU be placed undtr tbe superintendence of a single ui : ud . The President of the Society will , therefora , to meet the emergency in which we are placed , be vested with the unlimited and ( as weak Words alter nothing , and strong on&s vill be more likely to excite attention and mvesti guUo :. ) , I would sav arbitrary aud despotic authority .
I piaoe tais assertion thus strongl y b-fore you in cwisequence of jour oorrespendont G acchus , in ' his review of my formpr letters , having stated that we bave a fundnmental principie nec . ssavy to tbe maintenance of order , m any community or nation , tint is , the democritic principle , or government Ly tbo people either personally or by repreeent-iti-m . I contend that thrre is nothiny contrary to tfcis principle id wliat I Lave ' aid down , and whether it bo called despotic , democratic , or by auy other name , the thing itself is nat thereby ultertd .
The b-. sis of the movement mus > t be , tbe knowledge that we are in a position to uquire firm , united , decided , and vigorous action , avd that this action cannot be obtained unless full eoLfid :. co be placed iu those who are to lead it . The times tvidoatly indicate that pn-at and overwhelming changes are ut hand . Parliauipnt against tlie Irish Arms Bili ; to c--i ! l upou : your represt ntatives not only to oppose it iu every K ' .-igo , but to bring In a Bill to compel every mai-j inhabitant in Gsvat Britain and Ireland , from tha age of p ixt''en to sixty , to provide themselves with goo 1 arms , , according to their station in society and nuans , i-i onler that they may ba ready at all times tf dtf-jnd their sovereign and their country against the common mi-mv .
Tii-ro is n clause in the Irish Coercion Act , " tte modified Coercion Act , " as it is cu'ed , as bad us apy chiu-je in the contemplated Irish Arms Bill . This Co ( -rci <> . i Act was introduced by Lord Morpeth . Mr . Crawford opposed it in every stage . Mr . O'Connell voted for it , on the pica of its being necessary to put down a ^ rariii ; di-turb ; nce in Ireland . Mr . 8 ; u ' . th O'Briyn moved that its continuance sbou'd be to limited to two years . Mr . O'Cenneil oppoetd the motion , and moved that it should continue fur f / ve vkaRS , which was c : t . irkd . At that time the Repeal of the Uaion waa in abeyance , iicd the Whigs wt . re Riving piaces to the Irish Kepeilera ( M . P . 's ) auvl their followers . The Rvpealers w ^ ra actually turned out of the Great Rooms of the C > m Exchange , on the motion cf Mr . J . J . Murphy , an attorney , which motion was duly advertised iu the newspapers , and 'which is now before me . Tnere was not a petition against this Coercion Act from Ireland i but one , End that ono was from myself alone , while ; , thousands ware poured in against it by English haters j of tyranny , and lovers of liberty . At a meeting of the National Trades Political Union held at the Corn Exchange , on the 18 ' . a of August , 1835 , Mr . Juhn O'Brien ia the chair , Mr . J . M . Ray , secretary , a petition against this Coercion Act waa moved by Mr . James Whittle , and seconded by Mr . j O'Higgins . and adopted by the meeting , and signed by j the Chairman and the Secretary on behalf of the j meeting , the latter undertaking to put it in the post ; office that night , aa there was no time to be lost . However , after the meeting br . ke np Mr . O Biicn , tho Chairman , and Mr . Kay ( " d ^ ar R . tv'' | , the Sict-etary , recollected that Mr .
