rpHE Government has now commenced to J- print ' All Bights Reserved' on some of
its publications < This might have been anticipated after the publicity given to the Treasury
minute of August 31 , which we printed in full in our last number . It is well that the
Stationery Office should have defined so clearly in what properties they claim to possess
copyright . ¦ > Probably the recent establishment of the
Board of Trade Journal , which enters into direct and unfair competition with various
valuable mercantile organs , may have had something to do with the newly-declared claim
of copyright . We observe that this red-tape publication is included in the list of works
which are to be stringently protected . The question arises : Will the Government permit
the usual journalistic privilege of allowing quotations to be made , provided the original
source is acknowledged ? This is important / because the authorities are in a position to give
the very earliest information , and it is unlikely that the Board of Trade Journal willin itself
prove a means of disseminating particulars , , the knowledge of which is calculated to benefit
the public at large . There is one claim which , if urgently
enforced , should be strongly opposed * . We ^ speak V of the claim regarding charts and ordnance
- * W -VwT maps . Unless the Government is prepared to place maps in the market in the same form as
other publishers the public must suffer . The price of official maps is almost prohibitive ,,
while the forms in which they ate usually issued are highly inconvenient . Another
objectior * is that they are difficult to be had , for ho bookseller would be foolish enough to keep
them , Thus it is that great good has been ex , . '
done by geographical publishers who have
incorporated the results of Government surveys in maps that are adapted to the public taste
arid convenience . To pirove that official maps had been copied would be a very easy matter .
In that case we would not be surprised if the Government adhered to their copyright claim .
The difficulties that may arise by an unyielding insistence in this matter must be
numerous . We shall not here repeat our opinion on the rights of the Crown , but hope that
qu-estions as they arise will l ^ e systematically and minutely investigated , not with a view to
what is sophistically called the - ' relief of the general public from taxation / but in the
interests of the expansion of knowledge and on behalf of those who bring snoh knowledge
most clearly within the understanding of the people .
